Dan Marshman and Bob Hall served their communities and our BOCES in an exemplary fashion. Both men were so focused on quality, continuous improvement, community collaboration, and, most importantly, students. They believed deeply in the power of education. They were convinced that the work at BOCES prepares youth and adults to make this area a better place. They gave unselfishly of their time, their ideas, their support, and of themselves. The DCMO BOCES Board of Education commemorates their service through The Marshman-Hall Commitment to Education Award to both memorialize their contributions to our area and to serve as a vehicle for BOCES to annually recognize individuals who have made outstanding contributions to education in our BOCES region.

2025 Award Recipient

Charles Crumb was  honored as the 2025 DCMO BOCES Marshman-Hall Award  Recipient.

Longtime DCMO educator, leader Charles Crumb selected as 2025 Marshman-Hall award recipient at April BOE meeting.

Retired educator Charles Crumb was honored with the 2024-2025 Marshman-Hall Commitment to Education Award at the DCMO BOCES Board of Education’s annual meeting Wednesday night, held at the Robert W. Harrold Campus in Sidney Center. This prestigious award, named after past board members Dan Marshman and Bob Hall, recognizes exceptional dedication and efforts to advance educational opportunities for students in the region. DCMO BOCES Board President Vanessa Warren presented the award and praised his achievements, including his induction into the Career & Technical Education (CTE) Wall of Fame at the Alan D. Pole Campus, his role in the DCMO BOCES campuses' capital improvement project, and his unwavering commitment to education. “Dan Marshman and Bob Hall served their communities and our BOCES in an exemplary fashion. These remarkable individuals believed that the work at BOCES prepares youth and adults to make this area a better place. They gave unselfishly of their time, their ideas, their support, and of themselves. Similarly, Charlie’s commitment to helping students and improving conditions for our community members are worthy of our recognition,” she said.

Crumb was a member of the first graduating class of the recently-combined Sherburne-Earlville school district in 1968. During his senior year, he attended BOCES as an Auto Technology student during its first year offering classes, going on to college for a two-year degree as an Auto Technician. He began his career as an Auto Technician at Benedict Corporation in Norwich, and also served his country as a sergeant in the Army National Guard for 6 years. After returning home from his active service, he was hired as a teaching assistant in the Automotive program at DCMO BOCES. He taught automotive classes for 15 years at BOCES, eventually becoming director of Adult Education, then Principal at the DCMO BOCES campus in Norwich, and finished his 35-year career at DCMO BOCES as Director of Career and Technical Education, retiring in 2006.

In his remarks, Crumb noted the influence that the award namesakes had on him. “I had the pleasure to be an administrator of BOCES with Dan (Marshman) and Bob (Hall) when they were on the BOCES board. They were truly committed to quality education and continuous improvement at the BOCES. Their demand for community collaboration with all districts within the BOCES service delivery area was a priority. Bob and Dan would always ask the question ‘what's best for students?’ As a result, the thing I appreciate most about working at BOCES was feeling the feeling of being a partner with our component school districts. As I worked in in other districts in the state, that was seldom apparent.”

History & Background

It’s not often that an organization has the privilege of working with the long-standing leadership of individuals so focused on quality, continuous improvement, community collaboration, and most importantly, our students... individuals who epitomize the vision, beliefs, and quality standards of the BOCES organization. 

Dan Marshman and Bob Hall, former members of the BOCES Board of Education, served their communities and our BOCES in an exemplary fashion. They believed sincerely in the power of education. They were convinced that our work at BOCES prepares our youth and our adults to make this area a better place. They gave unselfishly of their time, their ideas, their support, and of themselves. We miss them for what they gave to us as Board Members, but more importantly, for what they gave to us as people. We are commemorating their service through this award to both memorialize their contributions to our area and to serve as a vehicle for BOCES to annually recognize individuals who have made outstanding contributions to education in our BOCES region. 

Dan Marshman, a resident of Oxford, served on the BOCES Board of Education from 1991 until his untimely death on January 28, 2001. He also served as the Board’s Vice-President from 1997 to 2001. Dan was a partner in Tiger Lily Farms. He was an active member of his community, serving as a director on several boards, including the Rural Schools Association and NBT Bank, to name a few. Dan actively attended Board of Education meetings in his home district and built rapport with key legislators regarding educational issues. 

Bob Hall, a former resident of Norwich, served on the BOCES Board of Education for over 12 years until his untimely death on April 2, 2002. Bob previously served on the Norwich Board of Education from 1989 to 1992 and held the positions of Board Vice-President and Board President. He owned Paragon Communications, a marketing and graphic services firm in Norwich. Bob was keenly interested in educational issues and routinely hired graduates of BOCES programs to work in his business.

Nomination and Selection Process

DCMO BOCES and Component District Board of Education members, administrators, community agencies, and other interested parties may nominate one individual annually. The electronic nomination form will gather information for the review committee to vote.

  • The nominator(s) will submit the Nomination Form by February 13, 2025

  • The nominations will be reviewed by the Selection Committee, which will serve as the selection body, by February 25, 2025

  • All candidates will be informed of their nomination by February 25, 2025.

  • The honored recipient will be notified by February 25, 2025.

  • The award is presented at the DCMO BOCES Annual Meeting (April).

The Selection Committee will be comprised of:

  • One BOCES Board Member 

  • Three BOCES Administrators 

  • One BOCES Staff Member 

Note: Members of the Selection Committee will be appointed annually. At no time may members of the Selection Committee be nominators of current year award recipients. The Selection Committee will recommend one candidate to the BOCES Board of Education at the March board meeting.
