It’s not often that an organization has the privilege of working with the long-standing leadership of individuals so focused on quality, continuous improvement, community collaboration, and most importantly, our students … individuals that absolutely epitomize the vision, beliefs, and quality standards of the BOCES organization.

Dan Marshman and Bob Hall, both former members of the Delaware-Chenango-Madison-Otsego BOCES Board of Education, served their communities and our BOCES in an exemplary fashion.  They believed deeply in the power of education.  They were convinced that our work at BOCES prepares our youth and our adults to make this area a better place.  They gave unselfishly of their time, their ideas, their support, and of themselves.  They are missed for what they gave to us as Board Members, but more importantly for what they gave to us as people.  DCMO BOCES is commemorating their service through The Marshman-Hall Commitment to Education Award to both memorialize their contributions to our area and to serve as a vehicle for BOCES to annually recognize individuals who have made outstanding contributions to education in our BOCES region.

Dan Marshman, a resident of Oxford, served on the BOCES Board of Education from 1991 until his untimely death on January 28, 2001.  He also served as the Board’s Vice President from 1997 to 2001. Dan was a partner in Tiger Lily Farms.  He was an active member of his community, serving as director on several boards including the Rural Schools Association and NBT Bank, among others.  Dan actively attended Board of Education meetings in his home district and built rapport with key legislators regarding educational issues.

Bob Hall served on the BOCES Board of Education for over twelve years until his untimely death on April 2, 2002.  Bob previously served on the Norwich Board of Education from 1989 to 1992, and held the positions of Board Vice President and Board President.  He was the owner of Paragon Communications, a marketing and graphic services firm in the city of Norwich.  Bob held a keen interest in educational issues and routinely hired graduates of BOCES programs to work in his business.

The purpose of this award is to recognize, annually, an individual who exemplifies the ideals of former BOCES Board Members Dan Marshman and Bob Hall.  These ideals include:

  • A commitment to what is in the best interest of students
  • An orientation of service to the community
  • A focus on the continuous improvement of the educational enterprise

In doing so, the BOCES Board of Education hopes to honor and memorialize the contributions and efforts of these two distinguished gentlemen.

Candidates for nomination must exemplify the ideals listed above.  Candidates for nomination may be:

  • A BOCES board member, administrator, teacher, or support staff member exemplifying the ideals above; or
  • A component district board member, administrator, teacher, or support staff member exemplifying the ideals above; or
  • A community member who resides within the boundaries of the DCMO BOCES supervisory district who is actively involved in/supportive of BOCES efforts and exemplifies the ideals above

The recipient will be presented with this award at the BOCES Opening Day ceremonies of each school year.  In addition, each recipient’s name will be added to wall plaques honoring all recipients of the award.  Wall plaques will be hung at the BOCES Chenango Campus, the Robert W. Harrold Campus, and in the Support Services Center.

Copies of the award brochure, which describes, in greater detail, the purpose of the award, the eligibility criteria, and the nomination and selection process, can be obtained on this website, through the office of the BOCES District Superintendent at 6678 County Road 32 in Norwich, or by calling (607) 335-1233.  Award nominations must be received by May 31.
